| Chinese Government makes the Commitments
on Forest Industry for China's Entry WTO
The chief commitments related to the forestry industry in
compilation of the legal instruments on China's accession
to the World Trade Organization include the following aspects.
1. The major forest products subject to tariffs concessions,
about 249 kinds of forest products are involved and reduced
the tariffs after entry WTO. According to the regulation of
import-export tariff, China will continue to carry out the
non-tariffs policy in log, sawnwood, woody pulp and some raw
materials. The tariffs of other forest products will also
be reduced in varying degrees by the average of 33.5%. Among
them, veneer's tariff is cut down from 8% to 5.2%, wood-based
panel and wood-wares with small size from 15% to 11.7%, furniture
from 22% to 11%, paper and paper board from 18.6% to 12%,
paper products from 6% to 3.5%.
2. The forest products import-export management, log has been
listed in the limiting categories for exporting. The sawnwood
exporter still has limitation on quantity which is distributed
the certification by Ministry of Foreign Trade and Economic
Cooperation of China. At the same time the limiting quantity
of import plywood has been abolished without any import permission
officially. China will no longer use the set quota three years
later after entry WTO.
